New Business - Agreements/Contracts

Title: AC5 Professional Service Contract from the U.S. Department of Health and Human Services

Recommendation:

I recommend approval of the receipt of the Professional Services Contract from the U.S. Department of Health and Human Services for a total of $24,500, effective upon receipt until August 31, 2006, and authorize the Superintendent or designee to sign all documents and contracts related to the contract which are required for implementation.

Description:

·        The purpose of this funding from the U.S. Department of Health and Human Services/ Substance Abuse and Mental Health Services Administration/ Department of Prevention Application and Education (DHHS/SAMHSA/DPAE) is to evaluate the FACE IT (Families Acting Collaboratively to Educate and Involve Teens) early intervention program. FACE IT offers life-skills education classes for middle and high school youth who are experiencing problems with alcohol, tobacco, and other drugs (ATOD). It also serves as an Alternative to Suspension program for students with ATOD discipline offenses.  Youth attend each session with a parent or caregiver. FACE IT is one component of the Grant to Reduce Alcohol Abuse received from the U.S. Department of Education for services though September 30, 2006.

 

·        The funding will be used toward developing two reports based upon the rigorous National Registry of Evidence-based Programs and Practices (NREPP) criteria. The reports are:

o       An objective analysis of all previously collected data

o       A summary report of evaluation findings.

 

·        A stated SAMHSA goal is to expand the number of programs approved through the NREPP process; therefore, SAMHSA gives limited incentives to programs to help them organize and submit their data according to NREPP criteria.

Financial Impact:

The financial impact to the Special Revenue-Other Funds budget is an increase of $24,500. All related expenditures are authorized for payment up to the amount of revenue.  There is no financial impact to the Operating Budget.
