Title: AC4-Third Party Cooperative Agreement with Florida Department of Education Division of Vocational Re

Recommendation:
I recommend that the School Board approve the Third Party Cooperative Agreement with the Florida Department of Education Division of Vocational Rehabilitation, in the estimated amount of $468,000, of which $392,500 is reimbursable to the school district by DVR.  The effective date of this Third Party Cooperative Agreement would be the date the document is signed and executed by the Florida Department of Education, but not prior to January 25, 2006.

Description:

The Individuals with Disabilities Education Improvement Act of 2004 requires the school district to provide services to students with disabilities between the ages of 14-22 to help them reach their post-school outcomes in post-secondary/training, support service and employment.

Recognizing that students with disabilities have a difficult time finding job training and employment, a Third Party Cooperative Agreement has been developed by the Florida Department of Education Division of Vocational Rehabilitation (DVR) to provide a contractual written agreement with School Districts that is compliant with federal regulations that govern the public Vocational Rehabilitation program.

The agreement provides for DVR to reimburse 90% of the cost of salaries and benefits to the school district for one employment specialist and 75% of the costs of salaries and benefits to the school district for additional employment specialists, up to a total of five positions.

The district can start with one position and increase billing as the program grows over a course of three years.  The estimated cost for the school district over the term of the contract will be $468,000 of which $392,500 will be reimbursed by DVR.

The effective date of the agreement will be the date the agreement is signed and executed by the Florida Department of Education which could take place at any time during the 2006-2007 school year, but not prior to January 25, 2007.

This cooperative agreement is in compliance with State Board Rule 6A.6-0361, "Special Programs for Contractual Arrangements with Non Public Schools".

Financial Impact:
The financial impact to the School District's general operating fund is $75,500 over three years.   These funds are allocated from the Exceptional Student Education Department budget.
