NOTICE OF RULE DEVELOPMENT
AND PUBLIC HEARING

RULE TITLE: Fund-Raising Activities Related to Schools.

RULE NUMBER: Policy 2.16.

SUBJECT AREA TO BE ADDRESSED: Revision of the rule governing fund-raising relating to schools.

PURPOSE AND EFFECT: To make amendments such as: prohibiting solicitations that call upon students to donate money without receiving a product or service; allowing a school to sponsor a fundraiser or solicit funds for the victim (or victim's family) of a tragedy within the school community; allowing product collections for charitable causes; requiring a school to purchase sufficient liability insurance to protect the District from potential claims that might arise from fund-raising events of an unusual nature involving potential extraordinary liability or large numbers of participants and/or spectators, and which raise significant funds well above the cost of coverage; requiring District approval of such insurance; and deleting a provision about auxiliary enterprises and District-level fundraising, as these subject are covered by another Policy.

PUBLIC HEARING NOTICE: Development of the proposed rule is anticipated to be considered at the School Board's Special Meeting on Policies on September 12, 2007, anticipated to begin at 4:00 p.m. (an approximate time, as the actual start time may vary earlier or later) in the Board Chambers at 3300 Forest Hill Blvd., West Palm Beach, Fla. AGENDA: An agenda will be available by September 5, 2007 on the District's Web site. Pursuant to the provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this hearing is asked to advise the agency at least 48 hours in advance by contacting the Board clerk at 434-8139. A person may submit written comments (12 copies) about the proposed action to the clerk no later than the time of the public hearing. This hearing is open to the public.
