NOTICE OF PROPOSED RULE ADOPTION & PUBLIC HEARING

RULE TITLE: Verification of Experienced Teachers’ Highly Qualified Status Under NCLB.

RULE NUMBER: Policy 3.44.

PURPOSE AND EFFECT: To codify standards for the District’s use of the High, Objective, Uniform, State Standard of Evaluation (HOUSSE) to determine an experienced teacher to be "highly qualified" under the No Child Left Behind Act.

SUMMARY: Specifies standards and procedures for experienced Florida certificated educators in this District to verify core content-area competency and knowledge as defined by NCLB standards to satisfy the highly-qualified teacher criteria without having to take additional courses or take specific Florida subject-area exams; and they will no longer be considered out-of-field in the core content area being verified.

SPECIFIC RULEMAKING AUTHORITY: Fla. Stat. §§ 1001.41(2); 1001.42(22).

LAWS IMPLEMENTED: Fla. Stat. § 1012.42; 20 U.S.C. § 7801(23).

SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COST (optional, if one has been prepared): None prepared. Any person who wishes to provide information regarding a statement of estimated regulatory costs, or to provide a proposal for a lower cost regulatory alternative, must do so in writing within 21 days of the publication of this Notice.

PUBLIC HEARING NOTICE: Adoption of the proposed rule is anticipated to be considered at the School Board's Special Meeting on Policies on July 26, 2006, anticipated to begin at 2:15 p.m. in the Board Chambers at 3300 Forest Hill Blvd., West Palm Beach, Fla. AGENDA: A copy of the agenda will be available by July 19 on the District's Web site.
