NOTICE OF PROPOSED RULE DEVELOPMENT & PUBLIC HEARING

RULE TITLE: Verification of Experienced Teachers’ Highly Qualified Status Under NCLB.

RULE NUMBER: Policy 3.44.

SUBJECT AREA TO BE ADDRESSED: Using the High, Objective, Uniform, State Standard of Evaluation (HOUSSE) to determine an experienced teacher to be "highly qualified" under the No Child Left Behind Act.

PURPOSE AND EFFECT: To specify standards and procedures for experienced Florida certificated educators in this District to verify core content-area competency and knowledge as defined by NCLB standards to satisfy the highly-qualified teacher criteria without having to take additional courses or take specific Florida subject-area exams; and they will no longer be considered out-of-field in the core content area being verified.

SPECIFIC RULEMAKING AUTHORITY: Fla. Stat. §§ 1001.41(2); 1001.42(22).

LAWS IMPLEMENTED: Fla. Stat. § 1012.42; 20 U.S.C. § 7801(23).

PUBLIC HEARING NOTICE: Development of the proposed rule is anticipated to be considered at the School Board's Special Meeting on Policies on May 31, 2006, anticipated to begin at 5:00 p.m. in the Board Chambers at 3300 Forest Hill Blvd., West Palm Beach, Fla. AGENDA: A copy of the agenda will be available by May 24 on the District's Web site. Pursuant to the provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this hearing is asked to advise the agency at least 48 hours in advance by contacting the Board clerk at 434-8139.
