NOTICE OF PROPOSED RULE DEVELOPMENT & PUBLIC HEARING

RULE TITLE: Construction Bid Procedures.

RULE NUMBER: Policy 7.10.

SUBJECT AREA TO BE ADDRESSED: Procedures for advertising invitations to bid on construction projects, opening the bids, and recommending award of the contract.

PURPOSE AND EFFECT: To update the Policy to reflect the current Florida Dept. of Education regulations on construction bids. The bidding process will be used to award construction, remodeling, or renovation/addition projects for any educational plant or ancillary facility amounting to the amounts specified in Fla. Stat. § 255.20(1), (2) unless other contract processes authorized by law are used. Authority is delegated to the Superintendent to approve award of construction contracts based on price-based bids.

LAWS IMPLEMENTED: §§ 255.20; 1001.42(9); 1001.43(4); 1010.04; 1013.45; 1013.46(1); and 1013.47, Fla. Stat.; and State Requirements for Educational Facilities (SREF) § 4.2(2).

PUBLIC HEARING NOTICE: Develop-ment of the proposed rule is anticipated to be considered at the School Board's Special Meeting on Policies on March 29, 2006, anticipated to begin at 4:00 p.m. in the Board Chambers at 3300 Forest Hill Blvd., West Palm Beach, Fla. If time limitations preclude hearing this proposal on March 29, it may be heard at the special meeting on April 5, 2006, anticipated to begin at 3:15 p.m. in the Board Chambers at 3300 Forest Hill Blvd., West Palm Beach, Fla. AGENDA: A copy of the agenda will be available by March 22 on the District's Web site. Pursuant to the provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this hearing is asked to advise the agency at least 48 hours in advance by contacting the Board clerk at 434-8139.
