NOTICE OF RULE DEVELOPMENT
AND PUBLIC HEARING

RULE TITLE: Lobbyist Registration.

RULE NUMBER: Policy 2.5905.

SUBJECT AREA TO BE ADDRESSED: The proposed policy: requires that Lobbyists register annually with the School Board Clerk; defines Lobbyist, Lobbying, and Principal; authorizes the Inspector General to investigate alleged violations of the Policy and to recommend penalties; permits Suspension or Debarment of contract awarded vendors for repeated and/or egregious violations of the Policy; and requires that Lobbyists submit Expense Reports, Contact Logs (for lobbying activities outside the Fulton Holland Building), Statements of Compensation with the School Board Clerk.

PURPOSE AND EFFECT: The School Board has determined that it would be in the best interests of the public to require the registration and public disclosure of the identity of Lobbyists and to require such Lobbyists to report expenditures, fees, interests, and activities relating to lobbying efforts.

PUBLIC HEARING NOTICE: Development of the proposed rule is anticipated to be considered at the School Board's Special Meeting on Policies on November 7, 2012, anticipated to begin at 2:00 p.m. (an approximate time, as the actual start time may vary earlier or later) in the Board Chambers at 3300 Forest Hill Blvd., West Palm Beach, Fla. AGENDA: An agenda will be available by October 31, 2012 on the District's Web site. Pursuant to the provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this hearing is asked to advise the agency at least 48 hours in advance by contacting the Board clerk at 434-8139. A person may submit written comments (12 copies) about the proposed action to the clerk no later than the time of the public hearing. This hearing is open to the public.
