NOTICE OF RULE DEVELOPMENT
AND PUBLIC HEARING

RULE TITLE: Lobbyist Registration.

RULE NUMBER: Policy 2.5905.

SUBJECT AREA TO BE ADDRESSED: The goal of the registration, disclosure, and reporting requirements set forth herein are two-fold: 1) to ensure the public has full knowledge of who is attempting to influence the decisions that affect School Board policy and 2) to ensure that policy-makers and decision-makers are informed of the interests each Lobbyist represents.

PURPOSE AND EFFECT: The School Board has determined that it would be in the best interests of the public to require the registration and public disclosure of the identity of Lobbyists and to require such Lobbyist to report expenditures, fees, interests, and activities relating to lobbying efforts.

SPECIFIC AUTHORITY: Fla. Stat. § 1001.41(1)(2)(5), 1001.42(15)(25), 1001.43(10).

PUBLIC HEARING NOTICE: Development of the proposed rule is anticipated to be considered at the School Board's Special Meeting on Policies on September 5, 2012, anticipated to begin at 2:00 p.m. (an approximate time, as the actual start time may vary earlier or later) in the Board Chambers at 3300 Forest Hill Boulevard; West Palm Beach, Fla. AGENDA: An agenda will be available by August 29, 2012 on the District's Web site. Pursuant to the provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this hearing is asked to advise the agency at least 48 hours in advance by contacting the Board clerk at 434-8139. A person may submit written comments (12 copies) about the proposed action to the clerk no later than the time of the public hearing. This hearing is open to the public.
