NOTICE OF PROPOSED RULE ADOPTION
AND PUBLIC HEARING

RULE TITLE: Purchasing Department.

RULE NUMBER: Policy 6.14.

PURPOSE AND EFFECT: The purpose of this Purchasing Policy is to provide for a uniform and systematic method for acquiring and procuring commodities, such as products, supplies, materials, equipment, and contractual services, including Professional Services, in an efficient, cost-effective manner in accordance with and as permitted by applicable federal and state laws, Florida State Board of Education Rules, School Board Policies, and administrative rules, procedures, and guidelines that promote transparency and accountability in the expenditure of public funds and the use of public resources.

SUMMARY: This Policy shall govern the purchase of commodities and contractual services for the School Board through the use of a competitive solicitation, where required by law or as determined to be in the best interest of the School District, and purchases which are specifically exempted by law from competitive solicitation, where required by law or as determined to be in the best interest of the School District, and purchases which are specifically exempted by law from competitive solicitation, where required by law from competitive solicitation, when those commodities and contractual services are purchased using School Board general funds, grant proceeds, or internal account funds held by individiual schools.

PUBLIC HEARING NOTICE: Adoption of the proposed rule is anticipated to be considered at the School Board's Special Meeting on Policies on May 1, 2013, anticipated to begin at 3:00 p.m. (an approximate time, as the actual start time may vary earlier or later) in Board Chambers. AGENDA: An agenda will be available by April 24, 2013 on the District's Web site. Pursuant to the provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this hearing is asked to advise the agency at least 48 hours in advance by contacting the Board clerk at 434-8139. A person may submit written comments (12 copies) about the proposed action to the clerk no later than the time of the public hearing. This hearing is open to the public.
