NOTICE OF PROPOSED RULE ADOPTION

RULE TITLE: Internal Audit Function. RULE NUMBER: 1.092. PURPOSE AND EFFECT: To set forth the purpose, authority, responsibility, organization, and scope of activities, and audit procedures of the internal audit function and the relationship of the Board and Audit Committee to the District Auditor. SUMMARY: This proposed Policy, based on the existing Internal Audit Charter adopted by the Board in 1998, summarizes the authority, responsibilities, and audit procedures of the District Auditor’s Office and its relationship to the School Board and Audit Committee. Also clarifies the District Auditor’s authority to audit or obtain information from vendors, and it provides safeguards for the confidentiality of preliminary or draft audit reports, notes, and workpapers until the audit is completed and the final audit report is distributed. Incorporates the District’s Audit Manual by reference. SPECIFIC RULEMAKING AUTHORITY: §§ 230.22(2); 230.23(22), Fla. Stat. LAWS IMPLEMENTED: §§ 119.07(3)(y); 230.22; 230.23(10)(L); 286.011, Fla. Any person who wishes to provide information regarding the statement of estimated regulatory costs, or to provide a proposal for a lower cost regulatory alternative, must do so in writing within 21 days of the publication of this Notice.
