School Board of Palm Beach County

NOTICE OF PROPOSED RULE ADOPTION & PUBLIC HEARING

RULE TITLE: School Advisory Councils.

RULE NUMBER: Policy 2.09.

PURPOSE AND EFFECT: To update provisions regarding responsibilities and procedures of school advisory councils, in accordance with the new K-20 Education Code, which took effect on January 7, 2003, and with legislative amendments that took effect on July 1, 2002.

SUMMARY: Besides updating the text to reflect current statutes, the revision clarifies certain procedural questions that have been raised by SACs since the existing version was adopted in February 2002. Because school improvement waivers from the Commissioner of Education were eliminated in the new Education Code, some of the section on waivers in this Policy has been removed, except for a reminder that SACs can request waivers from certain Board Policies under Fla. Stat. § 1001.42(17)(b) or can make suggestions for exemptions under Charter District status.

SPECIFIC RULEMAKING AUTHORITY: §§ 1001.41(2); 1001.42(17), (22), Fla. Stat.

LAWS IMPLEMENTED: §§ 24.121(5)(c); 1000.03(5); 1008.345(6); 1008.36(4), (5); 1008.385(1); 1001.42(17)(b); 1001.42(16); 1001.452, Fla. Stat.

SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COST (OPTIONAL, IF ONE HAS BEEN PREPARED): None. Any person who wishes to provide information regarding a statement of estimated regulatory costs, or to provide a proposal for a lower cost regulatory alternative, must do so in writing within 21 days of the publication of this Notice.
