NOTICE OF PROPOSED RULE DEVELOPMENT & PUBLIC HEARING

RULE TITLE: Eligibility for Participation in K-12 Extracurricular Activities.

RULE NUMBER: Policy 5.60.

SUBJECT AREA TO BE ADDRESSED: Scholastic, behavioral, and general eligibility requirements for participation in K-12 extracurricular activities, including non-sports interscholastic competitive activities and clubs; and nondiscriminatory practices in allowing students and appropriate employees to participate.

PURPOSE AND EFFECT: This revision incorporates provisions from the corresponding administrative Directives, Student Progression Plan, and K-20 Education Code; specifies how to track data on equitable participation levels, without discrimination on the basis of race, national origin, disability, sex, marital status, or limited English proficiency; strengthens the residence requirements for participation in the school to which the student is first assigned in a given year; provides an appeals process for students affected by a denial of eligibility; provides for participation by home-education and certain charter-school students; and clarifies that students may be required to cover the cost of their insurance as a prerequisite to participating.

PUBLIC WORKSHOP NOTICE: A workshop for Board discussion of this and other proposed Policies will be held on June 21 at 4:00 p.m. in the Board Chambers at 3300 Forest Hill Blvd., West Palm Beach, Fla. (Additionally, development of the proposed rule is anticipated to be considered at the School Board's Special Meeting on Policies on June 28, 2004, anticipated to begin at 2:15 p.m.)   AGENDA: A copy of the agenda will be available by June 14 on the District’s Web site.
