NOTICE OF PROPOSED RULE DEVELOPMENT

RULE TITLE: Instructional Materials Accountability.  

RULE NUMBER: Policy 8.1225

SUBJECT AREA TO BE ADDRESSED:  Storing, distributing, tracking, and promoting end-of-year return of textbooks and other instructional materials.  

PURPOSE AND EFFECT: To clarify the respective responsibilities of the Superintendent, principals, teachers, students, and parents regarding accountability for textbooks and other instructional materials. Provides procedures to implement Fla. Stat. § 1006.28(3)(b) [233.46(2)], which requires that “the school principal shall collect from each student or the student's parent the purchase price of any instructional material the student has lost, destroyed, or unnecessarily damaged . . . . If [those] instructional materials . . . have been in school use for more than 1 year, a sum ranging between 50 and 75 percent of the purchase price . . . shall be collected, determined by the physical condition of the book. The failure to collect such sum upon reasonable effort by the school principal may result in the suspension of the student from participation in extracurricular activities or satisfaction of the debt by the student through community service activities at the school site as determined by the school principal, pursuant to policies adopted by district school board rule.”

RULE DEVELOPMENT HEARING: It is anticipated that this policy development will be considered at the School Board's Special Meeting on Policies on December 2, 2002, at 2:00 p.m., in the Board Chambers at 3300 Forest Hill Blvd., West Palm Beach, Fla. The meeting is open to the public.
