COUNTY SCHOOL BOARD SPECIAL MASTERS IMPASSE WITH CTA MINUTES
Minutes: Gerald Williams reviewed the Statement of the Legislative Purpose and provided a brief history of the case. Mr. Williams summarized the procedures the Board and CTA will need to follow during this hearing. CTA Presentation of Recommendations for Resolution by Executive Director Helene Samango and President Theo Harris. Superintendent Presentation of Recommendations for Resolution by Dr. Johnson. Vern Pickup-Crawford, Legislative Liaison, provided a legislative summary of the STAR (Special Teachers are Rewarded) Program. Mr. Graham emphasized that if the Board does not approve the STAR Program, the District will have to create and self fund a local performance based plan. Mr. Kanjian questioned what percentage is acceptable to CTA and does the union support any pay for performance. Dr. Benaim agreed that the STAR Program is divisive, but the District can not afford to reject the money and risk possible sanctions. Dr. Richmond is not supportive of the concept and stressed the importance of finding every way possible to ensure higher salaries for teachers. Mr. Williams summarized that there are three options the Board could approve today: 1) The recommendation by the union. 2) The recommendation by the superintendent. 3) A recommendation by the Board that would be of the best interest for the union and its employees.
