Title: CL4 Adult Education and Family Literacy Community Technology Contract

Recommendation:
I recommend that the School Board approve the Adult Education and Family Literacy Community Technology Contract effective March 17, 2005 through June 30, 2005, and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of grant activities.

Description:

The Workforce Alliance received funding from the Adult Education and Family Literacy Community Technology grant.  This is the second part of a two part grant where the School Board provides literacy and academic instruction.  Part one was the grant included on this agenda and entitled "Adult Education and Family Literacy Front Porch Literacy Contract."  The difference is the funding source for the grants.  The purpose of the grant is to assist adults as follows:
              In obtaining the knowledge and skills necessary for employment, self-sufficiency, and
              In assisting adults in becoming computer literate in preparation for job placement.

The Workforce Alliance will provide the District with $14,000 to fund the adult education component of the program.  The Workforce Alliance has requested that the District, through the Office of Adult and Community Education, provide the teachers and courseware necessary to implement Adult Basic Education (ABE), GED training, and family literacy training to the recruited clients.

Evaluation will be accomplished using data from adult student participants to measure Literacy Completion Points (LCPs), which are earned for successful completion of standardized course components, such as moving up one reading level or one math grade level.

The Front Porch Initiative program is in its third year. This project is a collaboration between the School District of Palm Beach County and the:
           Workforce Alliance, which provides program oversight,
           Palm Beach County Literacy Coalition, which provides the Parent and Child Together (PACT) component, and
           West Palm Beach Front Porch, which supplies the facility, student recruitment, community relations, and computer literacy skills.

The School District of Palm Beach County, through the Office of Adult and Community Education, provides Adult Basic Education and GED Prep classes on Mondays and Wednesdays from 5:30 PM - 8:30 PM, and Saturday mornings from 10:00 AM - 2:00 PM at the Salvation Army (Northwest Community, West Palm Beach).

Financial Impact:
The financial impact to the District is a $14,000 increase to the Special Revenue - Other Funds budget.  All grant related expenditures and contracts are authorized for payment up to the amount of revenue.
