Title: PD2 Personnel Disciplinary Action

Recommendation:
I recommend that the School Board approve the termination of Bruce Belzer's employment effective the last duty day of the current school year and shall be subject only to appeal under Section 120.68, Florida Statutes, unless a timely request for an administrative hearing is made within the fifteen (15) days stated herein pursuant to Sections 120.569 and 120.57, Florida Statutes. 

Description: On or about April 2, 2004, Mr. Belzer was made aware of (5) areas of Concerns: Human Development & Learning, Presentation of Subject Matter, Communication, Knowledge of Subject Matter, and Planning, and received an unsatisfactory evaluation, and was placed on a thirty (30) calendar day assistance plan for improvement.  On June 1, 2004, pursuant to Section 1012.34 Florida Statutes, and Article II, Section G, of the Collective Bargaining Agreement between the Palm Beach County School Board and the Palm Beach Classroom Teachers Association, Mr. Belzer was advised of his teaching deficiencies and was placed on and Assistance Plan for Improvement which runs ninety (90) calendar days.  Mr. Belzer's performance continued to be unsatisfactory.  The Superintendent recommends termination of Mr. Bruce Belzer.  
Mr. Belzer has been reassigned to a non-teaching position at the District office.

Financial Impact:
There is no financial impact to the school district.
