New Business - Labor Agreements/Contracts

Title: LA1-Approval of the Tentative Agreement Between PBCSD and NCF&O

Recommendation:
I recommend that the School Board approve the new three year successor agreements (2005-2008) with the respective NCF&O Units (NCF&O Supervisory Unit; NCF&O Regular Employees Unit; and NCF&O Paraprofessional Employees Unit).  These Tentative Agreements were ratified by NCF&O on April 6, 2006.

Description:

The Tentative Agreement:

-  Grants a 4% across-the-board salary increase to all eligible bargaining unit members, effective January 1, 2006;
-  Establishes new contract provisions regarding the term of future salary settlement that stipulates such settlements shall   be for the period January 1 through December 31, commencing January 1, 2007;
-  Increases the number of personal leave days (available from sick leave accrual) from four (4) to six (6);
-  Establishes an Attendance Incentive Program for custodial employees;
-  Authorizes Compensation Study for select Paraprofessional and Maintenance & Plan Operation Positions and a bargaining reopener based on the findings of that study;
-  Clarifies various working conditions issues for Food Service, Paraprofessional, MP&O, and Transportation employees; and
-  Incorporates a fingerprinting Memorandum of Understanding (MOU) between the District and NCF&O that reflects the same fingerprinting agreement the District currently has with its other recognized Unions and Associations.

Financial Impact:
The financial impact to the District's FY2006 budget is $2,063,433.
