Title: LA2-Approval of the Tentative Agreement Between PBCSD and AESOP Recommendation:
I recommend that the School Board approve the Tentative Agreement that amends the 2003-2006 Labor Contract between the palm Beach County School District (PBCSD) and the Association of Educational Secretaries and Office Professionals (AESOP).
The PBCSD and AESOP have reached Tentative Agreement on non-salary issues for Fiscal Year 2006, and on salary issues effective January 1, 2006, through December 31, 2006. The attached Amendment is to the 2003-2006 Collective Bargaining Agreement. AESOP ratified the Tentative Agreement on ___________, 2006.
Description: TheTentative Agreement:
- Improves all applicable Salary Schedules one-half of one percent (.5) effective January 1, 2006; - Grants all eligible employees a one (1) or two (2) Step salary increase based on District service (less than six (6) years, one step, and six (6) years service or greater, two (2) Steps), effective January 1, 2006; - Expands definitions used for contract administration to include collective bargaining and bargaining agent; - Establishes provisions that insure the bargaining unit's integrity and acknowledges the right the School Board or Superintendent of Schools to designate positions managerial or confidential; - Modifies Transfer Provisions to require the release of an employee approved for transfer not later than twenty (20) work days from date of approval; - Continues authorization for a joint committee to review contract provisions pertaining to workdays, work week, contract work year and job descriptions, and fixes deadline for reporting to the Superintendent of Schools and Association President; - Establishes a joint committee to review District job classification policies and practices, pay comparability and fixes deadline for reporting to Superintendent of Schools and Association President; - Establishes Step 0 of the Salary Schedule as the entry pay rate for new probationary employees; and - Establishes provision that conveys rights to employees whenever positions are eliminated due to declining enrollment, budget reductions, reorganization or other reasons as determined by the district, and provides procedures for placing displaced employees.
Financial Impact:
The financial impact to the District's FY 2006 budget is $1,080,696.
