Title: AC1-Contract With the Palm Beach County Literacy Coalition

Recommendation:
I recommend that the School Board approve a contract with the Palm Beach County Literacy Coalition in the amount of $23,000 for the period of April 20, 2006 to June 30, 2006, and authorize the Superintendent or designee to sign all documents related to the services provided in this contract.

Description:

The School District of Palm Beach County was identified as the recipient of a discretionary grant  in the US Department of Education Appropriations Act of 2005. According to this legislation, the School District received $476,160 under the Funding for the Improvement of Education grant to fund family literacy programs. The effective dates of the grant are August 2005 through June 30, 2007. The grant application, approved at the June 29, 2005 School Board meeting as Agenda Item G9, includes a time line, objectives and a formal implementation.

The purpose of this contract request is to utilize a portion of the funds from this grant to provide additional services and support for the Early Childhood Education (Family Literacy) component of the Glades Family Education Program in Belle Glade.  The Glades Family Education Program is run by the Palm Beach County Literacy Coalition.

Financial Impact:
The impact to the Special Revenue - other Funds budget is $23,000.  The source of funds is the Funds for  the Improvement of Education Grant. Funding for the Improvement of Education  grant (approved by the School Board on June 29, 2005. Agenda Item G9). These expenditures are related to grant funds and not part of K-12 FTE funding. There is no capital impact. The funds are allocated within the Department of Secondary, Adult and Community Education. All grant-related expenditures and contracts are authorized for payment up to the amount of revenue.
