Title: AC26-Reading Recovery Teacher Training at Florida Atlantic University

Recommendation:
I recommend that the School Board approve the continuation of agreement between Florida Atlantic University and the School District of Palm Beach County for a sponsored course to train Reading Recovery teachers in the amount of $70,186.50 effective July 1, 2006 to June 30, 2007, and authorize the Superintendent or designee to sign all documents and contracts related to the agreement which are required for implementation of the contract.

Description:

This is an agreement between the School Board of Palm Beach County and Florida Atlantic University to continue the Reading Recovery training course effective July 1, 2006 to June 30, 2007, in the amount of $70,186.50.

Specifically this agreement supports:
1.  The continuation of the partnership between the School Board and Florida Atlantic University which has been in existence since 1997,
2.   The year-long course to train and certify 45 teachers in Reading Recovery in conjunction with Florida Atlantic University, and
3.   Title I schools that have made a commitment to Reading Recovery for 2006-2007.

For FY 2007, the Reading Recovery Program supports:
1.  The training of 45 teachers in partnership with Florida Atlantic University,
2.  The Continuing Contact classes for 60 trained teachers providing Reading Recovery services at their schools, and
3.   The training sites with a one-way mirror in which Teacher Leaders teach lessons to the Reading Recovery Teachers "behind-the-glass."

The Reading Recovery program evaluation includes:
1.  K-3 Assessment results,
2.  FCAT results three years after service, and
3.  Annual site report based on data collection in Palm Beach County schools.

Financial Impact:
The financial impact to the Special Revenue - Other Funds budget is $70,186.50 for tuition paid to Florida Atlantic University.  The Reading Recovery program is funded by the Title I grant.  All grant expenditures are authorized for payment up to the amount of revenue.
