Title: G9-Florida Migrant Parent Advisory Council (FMPAC) Grant

Recommendation:
I recommend that the School Board approve the facilitation of the 2007 Florida Migrant Parent Advisory Council (FMPAC) Project to the Florida Department of Education in the amount of $50,000 to become effective July 1, 2006 through June 30, 2007 and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant's activities.

Description:

This grant will allow the Palm Beach County School District's Migrant Education Program to facilitate targeted training to the Florida Migrant Parent Advisory Council (FMPAC) parents that will focus on family literacy, awareness of academic trends, the impact of school campus demographics on migrant students, peer pressure, developing strong study habits, as well as facilitate hands on training opportunities to FMPAC parents to develop leadership skills that will strengthen their ability to return to their communities and motivate other parents to get actively involved in the academic success of their children.

Specifically, the grant provides funding to develop revised FMPAC By-Laws and the facilitation and documentation of the required statewide trainings for migrant parents.  Evaluation by the State of the Grant includes:  school attendance, graduation rate, number of referrals and the program effectiveness survey.  The Palm Beach County School District is the fiscal agent of this grant.

Financial Impact:
The financial impact to the Special Revenue Funds - Other Budget is an increase of $50,000 for the Florida Migrant Parent Advisory Council parent trainings.  These funds will be placed in the Department of Multicultural Education's budget for Migrant Education Programs.  All grant related expenditures and contracts are authorized for payment up to the amount of revenue.
