New Business - Grants

Title: G13-Title X, Education for Homeless Children and Youth Program

Recommendation:

I recommend that the School Board consider approval of submission of the Title X, Education for Homeless Children and Youth Program Competetive Grant to the Florida Department of Education for $150,000 effective July 1, 2006 through June 30, 2007, and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant activities.

Description:

The grant provides funds towards one Resource Teacher and one Social Services Facilitator who will provide the following services:

·         Identification of homeless children and youth (which include foster children awaiting placement) through communication with shelters, School Based Teams, community agencies and school personnel;

·         Removal of barriers to school enrollment for homeless children, including coordinating transportation with the Transportation Department (Note: this year was the first that every foster care child was registered and placed and began school on the first day of school);

·         Referral to the appropriate social services agencies in order to receive recommended services, including summer camp scholarships to homeless children;

·         Homeless awareness training for service personnel; and

·         Coordination of health and human services delivered at the homeless shelters.

 

The grant funds the following services at 12 shelters:

·         Academic tutorial services to homeless children;

·         Supervision of students while their parents attend parenting classes at the shelters; and

·         Guidance counseling services for secondary school students after hours at shelters.

Financial Impact:

The financial impact to the Special Revenue-Other Funds Budget is an increase of $150,000 for one year.  All grant related expenditures and contracts are authorized for payment up to the amount of revenue.  There is no financial impact to the Operating Budget.
