Title: G15-21st Century Community Learning Centers Continuation Grant

Recommendation:

I recommend that the School Board approve the 21st Century Community Learning Centers Grant for $747,200, effective July 1, 2006 through June 30, 2007, and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant activities.

Description:

This third year of funding will continue to provide expanded after-school programs at the following seven elementary school sites:  Barton, Forest Park, Lantana, Pleasant City, South Grade, Village Academy, and West Gate.

  • Seventy-two students will be served for four hours per day after school and for 8 hours per day during the summer. 
  • Second and third grade students who are at risk of not passing the Florida Comprehensive Assessment Test (FCAT) in third grade will be given first priority to attend.  Level 1 and 2 students in grades four and five will be eligible to attend as space is available. 
  • Project activities at each site will include the following:
    • Intensive academics;
    • Social and emotional development activities, which will include service learning, conflict resolution, and character education;
    • Sports, physical fitness, and nutrition;
    • Guided recreation; and
    • Parent involvement and literacy activities
  • Collaborative partners in this grant include:  the Children's Services Council, PRIME TIME Palm Beach County, Children's Home Society, Housing Partnership of Palm Beach County, Mental Health Association of Palm Beach County, and Pleasant City Faith-Based Community Development Initiative. 
  • Services will be provided free of charge to participants.
  • An evaluation will be conducted at the end of the school year to measure the impact of the project on FCAT scores, attendance, barriers to learning, discipline referrals, and pro-social skills.

Financial Impact:

The financial impact to the Special Revenue-Other Funds Budget is an increase of $747,200 for one year.  All grant related expenditures and contracts are authorized for payment up to the amount of revenue.  There is no financial impact to the Operating Budget.
