New Business - Charter Schools

Title: CS6-Renewal of the One (1) Year Charter for Lakeside Academy

Recommendation:
I recommend that the School Board approve the new Charter with Lakeside Academy Charter School which shall become effective upon signing by both parties, and shall cover a term of one (1) year commencing on July 1, 2006 and ending June 30, 2007 except as otherwise provided in their Charter.

Description:

The Charter School will be offered a one-year renewal contract.  During that one year time period, the school must increase enrollment in tested grade levels to insure academic accountability, and meet the necessary expectations set forth in the model charter.  The Charter School Department will continue to offer technical assistance to support the school in fulfilling the obligations set forth in the model charter.  The Charter School will be afforded due process as per Florida State Statute.

For the FY 2003 school year, Lakeside Academy Charter School was graded an "F" by the Florida Department of Education.  On December 10, 2003, the District renewed the Charter for Lakeside Academy Charter Schools only until June 30, 2005 to allow the School time to participate in the State's Assistance Plus Plan.  In response, Lakeside Academy Charter School developed a corrective action plan (see attached).  For FY 2005 and 2006, Lakeside Academy had no grade data.

For the 2005-2006 school year Lakeside has low FCAT scores, facilities issues, considerable staff turnover and low enrollment.

The new Charter for Lakeside Academy Charter School was agreed upon by all parties. The new Charter has been submitted and reviewed by the appropriate District staff.

The new Charter shall become effective upon the signing by both parties, and shall cover a term of one (1) year commencing on July 1, 2006 and ending June 30, 2007 except as otherwise provided in their Charter.

Due to the large number of pages, a copy of the Charter is on file in the Board Minutes Office for review.

Financial Impact:
The Charter School will receive 95% of the funded FTE generated by up to 500 students.  The District will retain 5% of the FTE, for up to 500 students per school, as per Florida Statute, and any amount above the 500 will be determined in accordance with statute.
