Title: PM1 Project Modifications for Boca Raton CMS

Recommendation:

I recommend the School Board approve Project Modifications for the addition of thirty-four (34) non-compensable calendar days and ratify Project Modifications in the amount of $93,047.33 for Boca Raton Community Middle School, Modernization Project, and authorize the Chairman and Superintendent to execute all related contract documents.

Description:

Boca Raton Community Middle School Modernization Project #1491-8379

This project modification contains the following items:

Item #1

  • COPR #1 for the addition of twenty-nine (29) non-compensable calendar days.
  • Description:  Revise the substantial completion date from June 15, 2006 to July 14, 2006.
  • Cause:  Unforeseen Conditions.
  • Justification:  Construction of critical path activities was discontinued on October 21, 2006 to prepare for hurricane Wilma and resumed on November 4, 2006 when power was restored.  In addition, six tilt-wall panels were damage during the hurricane and had to be replaced.  Removal of the panels started November 5, 2006 and erection of the panels was completed on November 18, 2006.

Item #2

  • COPR #2 for the addition of five (5) non-compensable calendar days.
  • Description:  Revise the substantial completion date from July 14, 2006 to July 19, 2006.
  • Cause:  Outside Agency.
  • Justification:  Construction of the roof, which was a critical path activity, was delayed five (5) days (November 18, 2006 to November 23, 2006) to reach an agreement with a new roofing contractor because the low bidder refused to submit to mandatory fingerprinting and background checks as required by the Jessica Lunsford Act.

Item #3

  • CCD #1 in the amount of $93,047.33.
  • Description:  Repair of hurricane Wilma damage including six (6) tilt-wall panels and associated electrical and storm drain damage, HVAC ducts, and temporary fencing.  Also included is cleanup of debris from the storm.
  • Cause:  Unforeseen Condition.
  • Justification:  The School District of Palm Beach County's Builders Risk insurance has a minimum $250,000 deductible during wind storms.

Financial Impact:

The financial impact to the Project's Budget is $93,047.33.

The source of funds is Capital Contingency.
