Title: P4 Approve Negotiated Agreement for IBM Websphere Portal Pilot Implementation

Recommendation:
I recommend approval of the Negotiated Agreement for IBM Websphere Portal Pilot Implementation in the amount of $485,000.

P4 Approve Negotiated Agreement for IBM Websphere Portal Pilot Implementaion

  • The Enterprise Portal is a single online environment where applications and content are made available in a personalized “services” context. The Portal will utilize the concept of single sign-on, and will be designed based on user roles using the IBM Websphere Integration software. Palm Beach School District’s user roles are defined as Teacher, Student, Parent, and Administrator. The Pilot or Phase 0 is to develop and test a Portal of a sample set of Instructional applications using the Websphere software.
  • The IBM Websphere software was purchased in FY 2005 to develop the Riverdeep/Learning Village Portal, and its use and application will be extended to the Enterprise Portal.
  • The Portal will be developed in three to four phases with an estimated completion date of FY 2008, incorporating additional functionality, during each phase of development.
  • A presentation was made to the Instructional staff in FY 2005 and was well received. The portal is a collaboration project between the Educational Technology Department, a Teacher Committee, and the Information Technology Department. The Portal will provide each user with a portfolio of services that is specific to their individual functional role, and that can be accessed over the web, similar to online banking. It will eliminate the need to access multiple applications requiring multiple logins and passwords.
  • The consulting services required for the implementation of this pilot will be provided by IBM Business Consulting Services Group, as they are the manufacturer of the Websphere software. The pilot will integrate Edline, Learning Village, TERMS, and Outlook email.
  • A contract for services to implement was directly negotiated with IBM. The cost for the development of the pilot is $485,000.
  • The estimated timeframe to complete the pilot is twelve weeks from start date.

 

Financial Impact:
The financial impact is $485,000 for the pilot.  The costs associated for future development and phases have not yet been determined.
