Title: G1-Adult Education and Family Literacy Grant for the Comprehensive Family Literacy Services

Recommendation:
I recommend that the School Board approve the continuation of  an Adult Education and Family Literacy Competitive Grant for Comprehensive Family Literacy Services with the Florida Department of Education in the amount of $75,000 effective July 20, 2006 through June 30, 2007 and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant activities.

Description:

This will be the fourth year of the grant.

The purpose of this grant is to provide school districts, community-based organizations and other institutions funds to offer family literacy programs in geographic areas of high need.

Funds from the Comprehensive Family Literacy Services will be used to continue Parent Power 7 at Rolling Green Elementary School and Forest Hill Community High School through Forest Hill's Adult and Community Education program.  Parent Power at Rolling Green offers day classes for adult students and their children; classes  run Monday through Thursday 8:30 AM - 2:00 PM.  Forest Hill Community High School Adult Education Program offers evening classes from 6:00 to 9:00 p.m.  These schools have successfully implemented a comprehensive family literacy program for the past three years.

Parent Power is a family literacy program that includes four major components:  adult education, parent and child literacy activities, parent education, and age-appropriate childhood education for three and four year olds.  The other components of this comprehensive family literacy program include employability skills training and parent involvement in their children's educational success.

The grant will be evaluated internally to ensure compliance with all State and Federal requirements.  In addition, a representative from the Department of Education will conduct an evaluation/monitoring process.  The evaluation will include a review of student records, including student performance and completion rates.

Financial Impact:
The financial impact to the District is a $75,000 increase to the Special Revenue - Other Funds budget.    The Workforce Development grant funds are not part of the K-12 FTE funding.  There is no capital impact.  The funds will be allocated to Forest Hill Community High School for family literacy programs at Rolling Green Elementary School and Forest Hill Community High School, Adult Education.  All grant-related expenditures
and contracts are authorized for payment up to the amount of the revenue.
