Title: G6-Geographic Adult Education and Family Literacy Grant

Recommendation:
I recommend that the School Board approve the continuation of a Section 231 Geographic Adult Education and Family Literacy Competitive Grant from the Florida Department of Education  in the amount of $967,050, effective July 20, 2006 to June 30, 2007 and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation for grant activities.

Description:

This will be the fourth year of  this grant. Roll forward funds in the amount $186,704 have been added to the original grant award due to exceeding the goals of the previous year.

The purpose of this grant is to provide funds to enable school districts to distribute supplemental services to adult students in geographic areas of high need. The goals of the grant are to assist adults to become literate, to obtain skills for employment and self-sufficiency and to give  assistance in completion of a secondary education and in developing effective parenting skills. 

These funds will enable the District to provide the following:  staff and curriculum development for adult basic education and literacy programs; resources to the Palm Beach County Literacy Coalition; classroom materials and supplies, employability skills training, assessment and job placement services for adults enrolled in programs in the Career Center at the Adult Education Center.

These funds will also support adult education programs in all 25 community schools and the Adult Education Center. The targeted populations include non-English speakers, at-risk and single parent families, adults with disabilities, adult basic literacy, and adults lacking a high school diploma. In addition, the Palm Beach County Literacy Coalition will provide educational information and support services to the community.

This grant will be evaluated internally to ensure compliance with all State and Federal requirements. In addition, a representative from the Department of Education will conduct an evaluation/monitoring process. The evaluation will include a review of student records, including student performance and completion rates.

Financial Impact:
The financial impact to the District is a $967,050 increase to the Special Revenue - Other Funds budget. These Workforce Development related grant funds are not part of the K-12 FTE funding. There is no capital impact. The funds will be allocated within the Department of Secondary, Adult and Community Education budget. All grant-related expenditures and contracts are authorized for payment up to the amount of the revenue.
