Title: Academic State of Emergency - Robinson

Recommendation:

I would like the Board to discuss directing the Superintendent to declare an academic state of emergency due to lack of progress relative to reading proficiency, especially at the secondary level.  Further, I request a detailed analysis of the reasons behind the lack of progress and the action plan that will begin to truly address this problem.
