P2 Purchase of Instructional Materials for Dual Enrolled
Students
· State Board of Education Rule 6A-1.012 allows direct
negotiation with a vendor or supplier as best fits the needs of
the School District.
· The Purchasing Department solicited bid 02C-87S for Dual
Enrolled students on June 10, 2002. Only one valid bid,
from Booksmart Enterprises, Inc. was received. One no-bid
was received from an out of state vendor who could not offer
the goods and services.
· Booksmart Enterprises, Inc. offers a variable discount range
based upon market demand and age of book title. They offer
an average of 6.25% off new, list prices published by the
Missouri Book Service (MBS) Textbook Exchange Buying
Guide, which is widely used in the college bookstore industry
to determine textbook list pricing. Booksmart’s Enterprises,
Inc. list price is less than other retail book sellers such as
Barnes & Noble, Borders, etc. Booksmart Enterprises, Inc.
will pay the District for returned textbooks at current market
buyback rates, where applicable.
· Dual Enrollment for 2005 consisted of 1816 students, 2452
courses taken, and 2911 books purchased. We expect to
exceed this amount in the new FY07 school year.
· The term of the contract will be August 22, 2006 through
August 21, 2008.
· The estimated expenditure is $500,000 for two years and will
be funded from the Curriculum and Learning Support
(Instructional Materials Department) budget.
· Based on price (offering a discounted price below other book
retailers), good past performance and availability locally it is
recommended that this contract be negotiated with
Booksmart Enterprises, Inc. for these goods and services.
