Title: AC2-Confirming Cooperative Agreement with Carlton Palms Educational Center

Recommendation:
I recommend that the School Board approve the confirming cooperative agreements with Carlton Palms Educational Center in the amount of $147,560 for the educational costs of seven students with disabilities from July 1, 2006 through June 30, 2007 plus an additional $4,000 for one student to receive language therapy in accordance with the IEP, and authorize the Superintendent or designee to sign all documents related to these agreements.

Description:

These students have been residentially placed by the Florida Department of Children and Families (DCF).  The district pays only educational costs.

Due to the severity of these students' needs, the IEP team agreed these students could be educated in the facility chosen by DCF.  These students continue to require extensive educational and therapeutic services. 

This confirming contract is presented to the Board due to the time needed to negotiate a lower cost to the School District for educational services.

Prior to entering the residential facility, the students had been attending an ESE Program in the Palm Beach County School District.  The students' aggressive behaviors have escalated to the point that they are injurious to themselves, other students, and district staff. 

Each student has been appropriately identified as a student with disabilities by the School District of Palm Beach County in compliance with state and local policies and regulations.

The district will pay the costs for those days the students are physically present and in attendance at the residential facility.  The individual cost for educational services is $21,080 with a $4000 additional cost for one student to receive language services pursuant to the IEP.  The total cost to the school District is $151,560.  The total estimated FTE to be earned by these students during the FY07 school year will be $141,022.

The cooperative agreement is in compliance with State Board Rule 6A.6-0361, "Special Programs Contractual Agreements with Non-Public Schools."

Financial Impact:
The financial impact to the School District's general operating fund is $151,560.  The source of funds is the Exceptional Student Education Department budget.
