New Business - Charter Schools

Title: CS1 Fifth Amendment to Agreement for Charter School of Boynton Bch

Recommendation:

I recommend that the School Board approve the Fifth Amendment to the Agreement between The School Board of Palm Beach County and Charter School of Boynton Beach, Inc.

Description:

The School Board of Palm Beach County and the Charter School of Boynton Beach, Inc. entered into a ten year Charter Agreement on June 20, 2001.  The Charter School currently serves grades K through 5 but anticipated in its initial application, which is incorporated into the Charter Agreement, to "possibly add a middle school program."

 

On May 22, 2006, staff met with the Charter School representatives and at the meeting the Charter School requested to expand to grade six.  The main reason for the expansion was based upon "Parental Choice" in that approximately 100% of the current 38 fifth grade students have requested to remain with the Charter School as they enter middle school. 

 

The Charter School has space at the present facility to add two sixth grade classes and will be in compliance with the Class-size Amendment.

 

Pursuant to Florida Statute 1002.33(3)(b), the Charter School is in compliance with its present Charter Agreement to improve student learning and academic achievement.  The Charter School has maintained a school grade of "C" for two years.  The FY 05 mean score was 336 points; the FY 06 mean score is 354, an increase of 18 points.  Moreover, the Charter School was honored by Office of the Governor as one of the top 100 elementary schools in the State of Florida that had the highest increase in the percent of students scoring 3.5 and above on the 2006 FCAT Writing over the previous year.

 

The Charter School has agreed to enter into a revised Model Charter Agreement that incorporates fundamental revisions that have been based upon recommendations of the School Board, the Superintendent, the Audit Committee and Staff.

 

Financial Impact:

With the addition of the sixth grade for Charter School of Boynton Beach, the school would be eligible for additional FEFP funding for the amount of $248,664 based on an additional FTE projection of 43 students.
