Title: AC2 Interlocal Multiple Party Agreement for Atlantic High School's Eagle's Nest Program

Recommendation:
I recommend that the School Board approve the Interlocal Multiple Party Agreement between The City of Delray Beach, Florida, The Community Redevelopment Agency of the City of Delray Beach, and The Greater Delray Beach Chamber of Commerce.   This project will start in the 2005-2006 school year through the Construction Career Academy Program at  Atlantic Community High School, and authorize the Superintendent or designee to sign all documents and amendments related to the agreement which are required for implementation.

Description:

This Interlocal Multiple Party Agreement between The City of Delray Beach, Florida, The Community Redevelopment Agency of the City of Delray Beach, and The Greater Delray Beach Chamber of Commerce is a collaborative construction project referred to as the Eagle's Nest Program.  This project will start in the 2005-2006 school year through the Construction Career Academy Program at  Atlantic Community High School.

Student teams have created four different home designs and presented their work to a team of construction professionals.  A student design was selected and blue prints were created by students working closely with an architect.

The City of Delray Beach will donate land for this project.

The Community Redevelopment Agency will grant funds to the City that will be drawn upon by the School District for the construction of the Eagle's Nest house.

The Chamber of Commerce will allow the Eagle's Nest Project to use the Chamber's Education Foundation for the donation of services and supplies along with in-kind services needed and received for the construction of the house.

The School District, through the Eagle's Nest Career Program, will construct the house through the efforts of students in the program, within twenty-four (24) months of the date of the final execution of the Agreement. Students will work along side industry professionals representing all the building trades found in residential home construction.  Tools and equipment have been purchased for the construction academy through academy funding.  Students will utilize industry standard curriculum that will connect them to the industry.

The affordable/workforce house will be sold through the use of the City's Renaissance Program to a first time home buyer.  Centex Construction has agreed to be the general contractor on this project, and shall provide a twelve (12) month warranty period.

The Community Redevelopment Agency loan and other expenses will be paid when the house is sold.  Profits over and above the construction loans and expenses will be retained by the Eagle's Nest Program for the building of future houses through the Eagle's Nest Program and the School District shall donate to the City ten percent of the profits, to offset costs and expenses including Quiet Title expenses and to further the program.

Financial Impact:
There is no financial impact to the District.
