Title: PM2 Project Modifications and Final for Palm Beach Public

Recommendation:

I recommend the School Board approve Project Modifications for the addition of 210 consecutive calendar days and the credit amount of ($743,692.90), approve Final Payment and ratify Final Acceptance for Palm Beach Public School, Modernization Project, and authorize the Chairman and Superintendent to execute all related contract documents.

Description:

 

Palm Beach Public School – Modernization Project #0421-8221

  

This project modification contains the following items:

 

Item #1

  • COPR #2 for the addition of twenty-one (21) consecutive calendar days.
  • Description:  Revise the substantial completion date from December 2, 2005 to December 23, 2005.
  • Cause:  Unforeseen Conditions.
  • Justification:  Revision of south elevation of Building #2 was finalized as of September 30, 2005, which resulted in extending one of the many critical paths by twenty-one (21) days. 

Item #2

  • COPR #3 for the addition of 189 consecutive calendar days.
  • Description:  Revise the substantial Completion from December 24, 2005 to June 30, 2006.
  • Cause:  Unforeseen Conditions.
  • Justification:  After review of the different impact schedules submitted it is found that a time extension is justified and reasonable on account of various work orders.

Item #3

  • COPR #4 in the amount of $168,380.00.
  • Description:  Includes the General Conditions fees.
  • Cause:  School District Requested.
  • Justification: Suffolk onsite Personnel required additional time, due to extended scope of work, requested by the District. 

Item #4

  • CCD #5 in the credit amount of ($743,692.90).
  • Description:
    • Credit for General Conditions ($84,850.01)
    • Credit for Demolition ($25,000.00)
    • Credit for FP&L ($34,363.44)
    • Credit for Sales Tax ($13,558.84)
    • Credit for Electrical Work ($105,213.72)
    • Credit for Un-purchased Scopes ($158,623.93)
    • Credit for Contingency ($322,082.96)
  • Cause: School District Requested
  • Justification: Work in original contract not performed resulted in a credit to the District. Credit for unused portions of the scope of work described above in addition to sales tax savings.

Item #5

Description: The Project Architect, Song & Associates, has certified that Palm Beach Public School, under contract with Suffolk Construction, achieved Final Completion.

 

The General Contractor has requested, and the Architect and Staff have recommended, Final Payment and Final Acceptance.

 

  • Punchlist complete.
  • Certificate of Occupancy was obtained.
  • Closeout documents were received.
  • Errors and Omissions did not exceed 1%
  • Final M/WBE Participation Achieved 30%.

Financial Impact:

The financial impact to the Project's Budget is a credit of ($743,692.90).
