Title: Statement of Work 3 Between The School Board of Palm Beach County, Florida and The Princeton Review

Recommendation:
I recommend that the School Board approve the Statement of Work 3 with The Princeton Review in the amount of $491,300, with a contingency of $75,000, which is approximately 15% of the total cost for a total of $566,300.

Description:

In July, 2005, the School Board approved the piloting of the online assessment program.  The Princeton Review, (at a cost of $194,000), along with two other online assessment vendors, piloted their online assessment system at nine schools, three for each vendor.  The purpose of the pilot was to evaluate the ability of the vendors to provide some of our common assessments through their online assessment system.  Based on the pilots and the subsequent clarification of services from the vendors, the School District of Palm Beach County (SDPBC) decided to continue negotiations with The Princeton Review.
 
Since that time, we have been negotiating with The Princeton Review to develop a complete online assessment program, which includes the following components: 
  • having extensive content development and online instructional resources;
  • providing professional development materials and support;
  • delivering and scoring tests by computers via the web, scanners, or by clickers; and
  • providing immediate reporting solutions to our school centers. 
Subsequently, on August 2, 2006, the School Board passed Statement of Work 2, which largely focused on content development and professional development.  It is now necessary to make sure that the remaining components of a complete online assessment program, (i.e., the technology infrastructure), are in place to deliver and score the assessments and to report the assessment results.     
 
Statement of Work 3 contains the following set of technology deliverables for the online assessment program and also includes an evaluation of the online assessment program:
  • Conduct 43 school technology readiness surveys
  • Conduct clicker technology pilot at 4 AAA schools (2 middle and 2 high)
  • Provide clicker technology sets for pilot schools
  • Provide a data collection scanning process
  • Provide data transfers to School District of Palm Beach County (SDPBC)
  • Evaluate implementation and effectiveness of the online assessment program
In summary, there are certain technology deliverables that TPR needs to provide in order for SDPBC to provide AAA schools the online assessment program by the end of September. Statement of Work 3 identifies the deliverables necessary to meet this goal.  Statement of Work 3 also includes an evaluation of the online assessment program.

Financial Impact:
The financial impact to the FY 2007 Capital budget is $566,300.  The source of funds is the Assessment Department.
