Title: AC1-Consider approval of the purchase of the Project CHILD Program for Highland Elementary School

Recommendation:

I recommend the School Board approve the renewal of the existing Project CHILD clusters as well as the purchase of an additional primary cluster for Highland Elementary School and authorize the Superintendent or designee to sign all documents and contracts related to the purchase which are required for implementation of Project CHILD.  Program costs will be funded through Title 1 funds.  The renewal cost of the program for three teams and an additional primary team is $21,200 beginning September 21, 2006.

Description:

Highland Elementary School will include an additional Project CHILD primary cluster for our students and renew the existing three clusters in its choice options for students attending the school.  This option will be made available to parents regardless of AYP status.

The funds will provide for two intermediate and two primary Project CHILD clusters to include:

>all appropriate CHILD materials

>correlated software

>station activities

>training for three teachers and an ESOL teacher in each cluster

>on-site coaching

>follow-up training (two for each cluster)

The school will pay for additional training (when necessary), conference registrations and travel expenses.  The school will pay for the annual cluster upgrade for Project CHILD for years two and three of implementation.  The cluster upgrade will include classroom materials and software upgrades ($1425 per cluster).  These costs will be funded through Internal Accounts or Title 1.

The academic focus is on reading, writing and mathematics.  Cluster teachers will work in a team to ensure that students know and are able to do what is required by the Sunshine State Standards in the areas of science and social studies.

Students loop with teachers within the cluster.  Looping provides academic stability and acceleration for the students as well as student familiarity for the teachers.  Students in Project CHILD have multi-dimensional learning opportunities through stations that provide direct instruction as well as hands-on, written and computer access activities in order to accommodate the respective learning styles of the students and ensure that their needs are met.

Students are evaluated utilizing the Florida Comprehensive Assessment Tests (FCAT), District K-3 Assessment, Scholastic Reading Inventory (SRI), Pearson Successmaker Learning System (grades 1 and 2), Waterford Learning System (K) and Riverdeep.

The Highland Elementary School faculty and School Advisory Council have approved implementation of Project CHILD.

Financial Impact:

The financial impact to the district's Title 1 Grant Allocation to Highland Elementary is $21,200.
