Title: PERSONNEL DISCIPLINARY ACTION

Recommendation:
I recommend that the School Board approve Sheila Henry's suspension without pay for twenty (20) workdays; ten (10) workdays suspension effective August 24, 2006, and ten (10) workdays suspension to be held in abeyance.  If and when Ms. Henry completes the ten (10) workdays suspension without pay and she completes ten (10) days of District financial management training, then the remaining ten (10) days suspension will be dismissed.

Description:

On or about April 10, 2006, Sheila Henry became the subject of a Professional Standards investigation based upon the allegations of Misuse of district funds, Failure to properly control district funds, Violation of the Code of Ethics of the Education Profession in Florida and Violation of the Principles of Professional Conduct of the Education Profession in Florida.

During the 2004 -2006 school years at Royal Palm Beach High School and Conniston Middle School, Ms. Henry misused district funds, failed to properly control district funds, violated the Code of Ethics of the Education Profession in Florida and/or violated the Principles of Professional Conduct of the Education Profession in Florida by using school funds to pay for gift cards, banquets, party expenses, gifts and flowers and/or failing to properly document expenses that totaled $10,204.27, and/or using Royal Palm Beach High School's purchasing card to buy gift cards that totaled $550.00.  On or about April 14, 2005, Ms. Henry failed to properly control district funds, violated the Code of Ethics of the Education Profession in Florida and/or violated the Principles of Professional Conduct of the Education Profession in Florida because $2,128.00 was unaccounted for in the Royal Palm Beach High School Internal Account for a field trip to Tampa and Orlando, Florida.  On or about September 7, 2005, Ms. Henry failed to properly control district funds, violated the Code of Ethics of the Education Profession in Florida and/or violated the Principles of Professional Conduct of the Education Profession in Florida because $1,890.00 was unaccounted for in the Royal Palm Beach High School Internal Account for Cheerleading.

 

Financial Impact:
There is no financial impact to the school district.
