Title: AC1-Tenth Amendment with the Health Care District of Palm Beach County

Recommendation:

I recommend that the School Board approve the Tenth Amendment to the contract with the Health Care District of Palm Beach County for the provision of basic school health services.

Description:

 

§      The purpose of the Tenth Amendment is to increase the compensation to the Health Care District of Palm Beach County to $62,500 per nurse from $50,000 per nurse in the twenty seven schools opened since July, 2001.  The amount of $50,000 per nurse was agreed upon in July, 2001 and has never been changed.  However, in order to attract qualified staff and to remain competitive with other agencies, the Health Care District has increased salaries and benefits throughout this period of time.

§      Funding for the basic school health services which this amendment addresses was placed in the FY07 budget for the Department of Supplemental Educational Services.

§      This funding is to be transferred from the School District of Palm Beach County to the Health Care District of Palm Beach County to provide full-time nurse coverage for twenty-seven schools.

§      The original agreement was approved in July, 2001, the First Amendment approved in October, 2002, the Second Amendment through the SOBEIT Grant, the Third Amendment approved in October, 2003, the Fourth Amendment through the SOBEIT Grant, the Fifth Amendment in October, 2004, the Sixth Amendment through the CDC Grant, the Seventh Amendment through the SOBEIT Grant, the Eighth Amendment in October, 2005 and the Ninth Amendment through the CDC Grant.

§      This Amendment provides authorization for the student supply fee of $.50 per student transferred from the School District of Palm Beach County to the Health Care District of Palm Beach County

§      The Tenth Amendment with the Health Care District would be effective immediately upon approval by the School Board.

Financial Impact:

Financial Impact to the general fund budget is an additional $337,500 bringing the District’s obligation to $1,687,500.  The source of funds is from the Department of Supplemental Educational Services.
