Title: PM4 Project Modifications for Atlantic High

Recommendation:

I recommend the School Board approve Project Modifications in the aggregate amount of a credit to the District of ($1,690,881.00), the addition of 66 days for Substantial Completion and 383 days for Final Completion, approve Final Payment and ratify Final Acceptance for Atlantic Community High School Modernization Project #0862-8206, and authorize the Chairman and Superintendent to execute all related contract documents.

Description:

This project modification contains the following items:

 

Item #1

  • COPR #2 for the addition of 66 non-compensable consecutive calendar days.
  • Description: Extend Substantial Completion (SC) date 66 days of non-compensable time (from 5/30/05 to 8/4/05).
  • Cause: Requests by Outside Agencies and School District relating to Temporary Certificate of Occupancy approvals resulted in eight Contingency Change Authorizations. Implementation of the changes necessitated the extension of the SC date.
  • Justification: To meet all building code and outside agency requests. Does not affect owner occupancy.

 Item #2

  • COPR #3 for the addition of 383 compensable consecutive calendar days and the amount of $135,405.00.
  • Description: Extend Final Completion 383 days (8/04/05 to 9/22/06). Add for Construction Phase Fee ($135,405.00).
  • Cause: School District Requested.
  • Justification: Poor Sports Fields soils conditions: undesirable and unsafe items (glass, metal, ceramic tile) in topsoils mandated screeding and then removal of soils to six inch depth.  Auditorium sound issue: Approved speaker system proved inadequate and was supplemented at no cost to District. This work and twenty five additional District approved Construction Change Authorizations following Substantial Completion caused the Construction Manager to keep staff on this project to complete this work.

 Item #3

  • COPR #4 in the credit amount of ($1,826,286.00).
  • Description: Credit for contract buy out savings.
  • Cause: School District Request.
  • Justification: Administrative closeout of project.

 Item #4

Description: The Project Architect, Schenkel Shultz Architects, has certified that Atlantic Community High School, Modernization Project, under contract with Centex Construction, has achieved Final Completion.

 

The Construction Manager has requested, and the Architect and Staff have recommended Final Payment and Final Acceptance.

 

  • Punchlist items were completed
  • Certificate of Occupancy was obtained
  • Closeout documents were received
  • Errors and Omissions did not exceed 1%
  • Final M/WBE Participation Achieved  29.71%

Financial Impact:

The financial impact to the Project's Budget is a credit of ($1,690,881.00).
