Title: LA2-Amendment to Existing Recruitment Incentive MOU between CTA and the PBCSD

Recommendation:

I recommend that the School Board approve an amendment to change the date (February 1 to March 15) by which the District is to conduct annual discussions with CTA concerning the current Memorandum of Understanding between the Classroom Teachers Association that establishes recruitment incentives for new hires certified in critical need areas who agree to teach at a Title I School for four years, and that further establishes a program that assists other teachers already assigned to Title I Schools to become certified in critical need areas.

Description:

§         The current MOU being amended was effective May 15, 2006 and remains in effect until the District and CTA agree otherwise.

§         This amendment changes the date by which the District annually is to discuss with CTA the critical need areas, the number of tiers of Title I Schools and the amount of the recruitment incentive for each tier of Title I schools for the following school year.  The current date by which these annual discussions with CTA are to take place is “February 1”. The amendment changes this date to “March 15”.

§         This later date will provide the District with additional time to determine for the following school year what certification areas will be critical need areas, the criteria to determine how many tiers of Title I schools there will be, and the dollar amount of the recruitment incentives for each tier.

§         CTA has agreed to this amendment by signing an MOU that changes this date to March 15.
