Title: AE Agreement for West Palm Beach Area ES 06-D

Recommendation:
I recommend the School Board revise the project budget for Design and Construction to $26,545,708. and approve an Agreement for Architectural Design Services with Zyscovich, Inc. in the amount of $1,817,760 and authorize the Superintendent and Board Chairman to sign all required documents for West Palm Beach Area ES 06-D, Project No. 400000006.

Description:

Architectural Design Services required for the development of permitted design documents for construction of a 126,163 gross square foot, 996 student station elementary school with related site facilities. The design process shall also incorporate consideration for the future design and construction of a 9,195 gross square foot, 100 student station classroom additions, in accordance with the Educational Specifications approved on January 24, 2007.

Estimated Budget for Planning and Design:    $1,391,389.

Estimated Budget for Construction:               $24,727,948.

                                                                        $20,001,213 (Five Year Capital Plan)

Fee for Master Planning:            $42,000. (To establish a solution between the School District, Palm Beach County and PUD Developer for utilization of land  resources, County programs and Stacey Street development.)     

Fee for Basic Services:          $1,380,650.

Civil Engineering & Design:      $99,140. On-site  

                                                    $21,800. Off-Site (Lift Station, Water and Sewer)

                                                    $63,920. Stacey Street (Surveying, Road Improvements, Turn Lane and sidewalks)

Landscape / Irrigation                 $30,250.

Food Services:                            $15,000.

Funds Available For:

Additional Services:                  $138,000.

Reimbursable Expenses:             $69,000.

Total Contract Award:            $1,817,760.

Fifteen (15) firms responded to the RFP of which three (3) were shortlisted.  The final ranking of the Selection Committee is as follows: 

(1) Zyscovich, Inc.

(2)  BRPH Architects-Engineers, Inc.

(3) Harvard Jolly, Inc.

Minority Sub-Consultant Participation: 20 %

Financial Impact:

The financial impact is a commitment of $1,872,351 which includes District provided Professional Responsibility Insurance at a cost of $54,591. The source of funds is the Capital Project Budget.
