Title: Association of Educational Secretaries & Office Professionals (AESOP) Tentative Agreement

Recommendation:
The Palm Beach County School District and the Association of Educational Secretaries and Office
Professionals (AESOP) reached tentative agreement May 14, 2007, and a new successor contract.  AESOP
has scheduled membership ratification for May 29, 2007.  I recommend that the School Board, subject to AESOP ratification, approve the tentative agreement between the School District and AESOP.

Description:

The tentative agreement between the School District and the AESOP provides for: 
-  Eliminating Pay Level 5, and assigning all job   classifications (Paraprofessionals) assigned to Pay Level 5 to Pay level 6

- Assigning all job classifications currently assigned to Pay Level 6 to Pay Level 7

- Improving all bargaining unit salary schedules 1%, effective January 1, 2007.

- Granting a one (1) step or two (2) step salary increase effective January 1, 2007, based upon whether
a bargaining unit member's service with the District as of July 1, 2006, is less than six (6) years, or more than six (6) years.

- Increasing the hourly supplement paid to paraprofessionals who serve medically complex students from $1.25 per hour to $1.50 per hour.

- Increasing the hourly supplement paid to paraprofessionals who are assigned full-time to a defined SEH unit from $.50 per hour to $.75 per hour

- Authorizing the use of compensatory time without such absence negating an employee's eligibility for
merit (attendance) pay.

- Posting of the labor contract on the District's website and the sharing of costs associated with any printing of 
same.

- Requiring an employee whose grievance is not supported by the Association, to share with the District
the cost of arbitration

- Prohibiting the surrender of break time for the purpose of adjusting the length of the workday

- Clarifying an employee's entitlement to mileage reimbursement when attending in-county mandatory
in-service training

Financial Impact:
The estimated financial impact to the District’s budget spans two fiscal years.  The financial impact to the FY2007 budget is $1.4 million.  An additional $1.4 million will impact FY2008.
