Title: Tentative Agreement between PBA and PBCSD

Recommendation:

I recommend that the School Board approve the tentative agreements between the District and the Palm Beach County Police Benevolent Association.  The tentative agreement was ratified by the Police Benevolent Association on May 18, 2007.  This Successor Agreement is for the period effective July 1, 2006 – December 31, 2008.

Description:

CONSIDER APPROVAL OF THE TENTATIVE AGREEMENT ADOPTED BY THE POLICE BENEVOLENT ASSOCIATION (PBA) ON MAY 18, 2007. THIS SUCCESSOR AGREEMENT IS FOR THE 2006-2008 SCHOOL YEAR AND FOR ADDITIONAL SALARY ADJUSTMENTS UNTIL JANUARY 1, 2008.

The Tentative Agreement provides for:

Ø     Granting a one (1) step salary increase to non-probationary School Police Officers currently compensated on Step 7 of the salary schedule, effective January 1, 2007;

Ø     Granting a two (2) step salary increase to School Police Officers currently compensated on steps 8 through 14 of the salary schedule, effective January 1, 2007;

Ø     Granting a three (3) step salary increase to School Police Officers currently compensated on Step 15 or higher, effective January 1, 2007;

Ø      Establishing a joint labor/management committee to review the District’s program, policies and practices for compensating its law enforcement personnel. 

Ø      Establishing six (6) new extra duty Assignments and authorizing the Police Chief to make such assignments based on operational needs;

Ø     Establishing a procedure for determining the order for assigning overtime work; and

Ø      Joint agreement to eliminate supervisory unit

Financial Impact:

The fiscal impact of settlement for FY07 and FY08 is $284,064.
