Title: LA1-Memorandum of Understanding Between the School District and the Classroom Teachers Association Recommendation:
I recommend that pursuant to SB Policy 2.09 (paragraph 8), the School Board approve the waiver requests from Belle Glade, Glade View, Gove and Rosenwald Elementary Schools to waive SB Policy 2.36 (Length of School Day) and to continue a one-half hour extended school day for FY 08 and 09; and and through SB Policy 3.01, to enter into an MOU with CTA to waive Article III, Section B (1) (a) of the Collective Bargaining Agreement with CTA to allow for the continuation of this one-half hour extended school day schedule at these four schools.
§ Each School’s Principal approved the submission of a waiver request to the District’s Waiver Committee seeking a continuation of the one-half hour extended school day that has been in place since the beginning of the 1999-2000 school year.
§ Each School’s waiver request; (1) supports School Improvement Plan goals, (2) is endorsed by a majority of each school’s School Advisory Council, and (3) has been approved by at least eighty (80) percent of each school’s instructional staff, as evidenced by a secret ballot vote.
§ An expected key outcome of the extended school day schedule is an increase in student performance on the Florida Comprehensive Assessment Test (FCAT). A review of the FY 2007 FCAT SSS and NRT results reveals that the scores are higher, in most cases, than the FCAT SSS and NRT scores in FY 2000, which was the first year of the extended school day schedule.
§ The District Waiver Committee met June 4, 2007 and unanimously approved recommending to the Superintendent the continuation of these waivers.
§ The CTA Board of Directors has approved the MOU authorizing continuation of the waiver.

Financial Impact:
The financial impact is approximately $789,268 for FY 08 and $820,838 for FY 09. The source of funds is the school’s operating budget.
