Title: AC3-Approval of Cornerstone Agreement

Recommendation:

I recommend that the School Board approve the Cornerstone Agreement. The term of this agreement shall be for a period commencing on April 1, 2007 and concluding on March 31, 2008.   

Timeline for extension of contract with Cornerstone Wireless Communications,

The school districts of Palm Beach County, Broward County, Miami-Dade and Florida Atlantic University have been working together to seek solutions to interference problems associated with the ITFS digital conversion required by FCC regulations. BECON, Broward County's ITFS system, holds a contract with Cornerstone Wireless Communications, L.L.C. As part of the Tri-County collaboration, the school districts of Palm Beach, Miami-Dade, and Florida Atlantic have made an Interlocal agreement with Broward to acquire the services of Cornerstone to do the engineering studies and analyses; for required FCC filings and interference issues with other television stations. The contract was renewed by the Broward County School Board on March 1 9, 2007. Documents from Broward were received at T.E.N. at the end of April. The documents were sent to Legal Services, and it was discovered that the signature sheet had the former School Board Chairman's name, rather than Mr. Graham's name listed. In mid-May, Broward received a request from T.E.N. for a corrected document. When the corrected document was received, the deadline for the June Board meeting had passed. The contract was then placed on the agenda for the July School Board Meeting.

Description:

The Broward County School Board recently entered into an engineering consulting agreement with Cornerstone Consulting to develop a wireless spectrum use plan for Miami-Dade County School Board, Florida Atlantic University, and Palm Beach County School Board.  The Interlocal Agreement provides that the School Board will pay Broward County School Board a pro-rata share of the cost of the Cornerstone Consulting development plan up to $16,000.

The three School Boards and FAU intend to use the plan in their decision-making process on how to best utilize the existing wireless spectrum that is currently under license to each of the parties. They also intend to use the plan to eliminate interference and to facilitate collaboration in the development and sharing of programming, such as distance learning, staff development, and training.  The plan will then be submitted to the FCC for approval.

 

Financial Impact:

The financial impact is approximately $16,000 to the Capital Budget.
