Title: PM5 Manatee Elementary Educational Specification

Recommendation:

I recommend the School Board approve the Educational Specification for the addition at Manatee Elementary and amend the project budget to $18,577,550.00. The amendment to the project budget is subject to Board approval of the 5 Year Plan in September 2007.

Description:

 

  1. The construction of Manatee Elementary School addition is scheduled to commence 2007 and be completed by 2009-10 according to the Board-adopted FY 2007 -11 Five-Year Plan.  This project is required in order to eliminate old portables and reduce class size.

  1. The population of Manatee Elementary has consistently been higher than the typical generic elementary school. Therefore, the Generic Elementary Facility List was modified to include additional classrooms and an increase in core spaces to meet the needs of the surrounding community. 

  1. Boundary changes were considered with no satisfactory resolution.  A possible sub-division split which would require moving students to an adjacent school was reviewed and determined to not meet criteria set in the School District policy, 5.01.

  1. The FISH Capacity of this school design will be 1455 for grades Pre-K – 5 and the ”Program Capacity” of this school design will be for 1200 students grades Kindergarten to 5. The program capacity of 1200 is projected to occur in SY 2011-12 for Manatee Elementary.  The use of the “Program Capacity” for the construction of the school is consistent with the Charter School District Waiver granted by the Florida Board of Education on January 21, 2003. 

  1. The classroom addition includes the addition of instructional and support spaces for regular and ESE programming needs.  The principal plans to schedule grades 3, 4, and 5 in the new addition.

  1. The classroom addition shall be designed in compliance with the School District’s Inclusion Plan.

  1. The existing facilities will be analyzed by the project architect to determine appropriate usage of the site and buildings for necessary renovations and remodeling to meet SREF size standards, ADA requirements and other code issues.

  1. The Educational Specification was reviewed and approved by the Principal.

Financial Impact:

Financial impact will be determined when construction contract is negotiated.
