Title: P1 Driver Education Partnership Agreement Recommendation:
I recommend that the School District approve the continuation of the agreement with the Safety Council of Palm Beach County to fund the program to administer "Behind the Wheel" driving experiences to our Driver Education classroom students. I further recommend that the School District approve continuation of the agreement to receive funds from the Palm Beach County Commission in accordance with the Dori Slosberg Driver Education Safety Act . These funds are then passed along to the Safety Council of Palm Beach County to further expand the "Behind the Wheel" driving program.
Description: P1 Driver Education Partnership Agreement
- Since 1999 the Safety Council of Palm Beach County has been in partnership with the School District to provide the "Behind the Wheel" driving program to students in our Driver Education classes. In 2003 the partnership was extended to include the terms of the Dori Slosberg Driver Education Safety Act in cooperation with the Palm Beach County Commission to allow an increased number of classroom Driver Education students to receive Driver Education "Behind the Wheel" training. These programs were established with the purpose to reduce traffic accidents, especially among our young drivers, and thus save lives.

Under this renewed agreement, the School District will continue to fund yearly $148,500 to the Safety Council of Palm Beach County to use to administer on-road driving experiences to our Driver Education students. These funds provide funding for the driving instructors, vehicle maintenance and fuel, scheduling of the on-the-road hours, and other items necessary to administer the program.
- Under the terms of the Dori Slosberg Driver Education Safety Act, the Palm Beach County Commission will remit $5 per moving violation traffic ticket to the School District of Palm Beach County as specified in the interlocal agreement. The School District will then pass these funds (an estimated $150,000 per quarter) on to the Safety Council of Palm Beach County in order to greatly expand the on-the-road driving experience for more Driver Education students. These funds received should be in addition to the yearly $148, 500 listed above.
Financial Impact:
The financial impact is a decrease of $148,500 to the budget of the Department of Secondary Education for FY08. In addition, an estimated $600,000 ($150,000 per quarter) will be received from the Palm Beach County Commission as Dori Slosberg Driver Education Funds and then disbursed to the Safety Council through the budget of the Department of Secondary Education.
