Title: Statement of Work Between The School Board of Palm Beach County, Florida and the Princeton Review Recommendation:
I recommend that the School Board approve the Statement of Work in the amount of $1,591,616.00, with a contingency of $240,000 which is 15% of the total cost for a total of $1,831,616.
Description: On August 2, 2006 and August 9, 2006 respectively, the School Board approved Statement of Work 2 and 3 that authorized The Princeton Review (TPR) to develop a complete online assessment program. This program authorized TPR to:
- provide access to their web platform – (Assessment Center)
- enable AAA schools to administer 262 common assessments and 326 mini assessments through the web, by scanners, or by clickers
- provide extensive content development and online instructional resources
- provide professional development and related support materials
- ensure that the technical infrastructure was in place to deliver and score the assessments by computers via the web, scanners, or clickers
- provide immediate reporting of the assessment results
- provide data transfers to the School District of Palm Beach County
- evaluate the implementation and effectiveness of the online assessment program
Subsequently, TPR and the Department of Assessments conducted a Mid-Year Evaluation of the online assessment program in January of 2007. The Evaluation found the following at all schools:
- ability to access and administer the common assessments
- a documented deployment plan and completed report
- ability to preprint, scan and score all student answer documents using Reviewscan software
- at least three trained staff members
- operational clicker technology at designated schools
It is now necessary to make sure that the currently participating and the remaining schools in the district have access to this complete online assessment system for students in grades 3 – 12. In addition, TPR will produce the following deliverables:
· create two grade 2 diagnostic assessments in reading and math (one per subject)
· import four SDPBC created grade 10 diagnostic assessments in reading and math for the “FCAT-retake” students into Assessment Center
· create eight science cluster exams (two per cluster) at grades 5, 8, and 11
Financial Impact:
The financial impact to the FY 2008 Capital budget is $1,831,616. The source of funds is the online assessment project as identified in the Five Year Capital Plan.
