Title: PM1 Bak Middle School of the Arts Project Modifications Recommendation:
I recommend the School Board ratify Project Modifications in the amount of $133,839.00 and the addition of two hundred eighty (280) calendar days for substantial completion and six hundred sixty-two (662) calendar days for final completion, to Balfour Beatty, for Bak Middle School of the Arts, Auditorium Project #2511-8272, and authorize the Chairman and Superintendent to execute all related contract documents.
Description: This project modification contains the following items:
Item #1
- CCD #A002 in the amount of $43,543.00.
- Description: Add automatic opening and manual closing winch system for the four roof smoke vents and tie the winch systems into the fire alarm system.
- Cause: School District Requested
- Justification: The original smoke vent relief mechanism was a smoke detector located in ceiling approximately 50 feet above the stage. The original system to close the smoke vents was from ceiling level below the smoke vents. The original concept had a mezzanine high above the stage to provide access to these and other items. It was deleted from the project as a value engineering item. Without the mezzanine it was nearly impossible to reset the smoke detector after an alarm with all the stage rigging, lighting, etc. in place. The smoke vents had to be closed from the roof which was considered an unsafe act.

- CCD #A003 in the amount of $40,445.00.
- Description: Provide a knockdown texture finish on the walls around the proscenium and on the radius walls along each side of the stage.
- Cause: Design Omission
- Justification: To create to desired appearance, wall lighting is directed straight down the proscenium and radius walls. Because of the radius walls and the lighting, the drywall joints were visible and gave an unfinished appearance to the auditorium.

- CCD #A004 in the amount of $49,851.00.
- Description: Additional construction phase fee and OH&P for CCDs A001 and A002, and reconciliation of Owner's Contingency.
- Cause: School District Requested
- Justification: Per the CM@Risk contract, the Construction Manager is entitled to additional OH&P when contract changes exceed $300,000. In addition, the Construction Manager was entitled to additional time and associated construction phase fee for CCDs A001 (Art Galleries) and A002 (Smoke Vent Winch Systems).

- CCD #A005 for the addition of two hundred eighty (280) calendar days for substantial completion and six hundred sixty-two (662) calendar days for final completion.
- CCD #A005a
- Description: Extend the project schedule by ninety-one (91) non-compensable calendar days. Revise the substantial completion date from December 23, 2005 to March 24, 2006 and the final completion date from February 3, 2006 to May 9, 2006.
- Cause: Contractor Suggested
- Justification: The auditorium was originally designed as a future addition that would be incorporated into the one-story administration building when the sales tax referendum was approved. It was planned to extend the one-story building tilt walls higher with masonry block when the auditorium project was approved. The sales tax referendum was approved prior to the administration walls being poured. The contractor suggested increasing the height of the tilt wall to the full height of the auditorium and the architect agreed this would give a more uniform appearance to the auditorium and would match the remainder of the school. The auditorium project was delayed for drawing revisions and approvals. It was also impacted because auditorium manpower was re-directed to one-story administration building to minimize the delays caused to that building by the tilt wall bracing.

- Description: Extend the project schedule by forty-two (42) compensable calendar days. Revise the substantial completion date from March 24, 2006 to May 4, 2006 and the final completion date from May 9, 2006 to June 16, 2006.
- Cause: School Districted Requested
- Justification: The Foundation for the Bak Middle School of the Arts and the school believed it was important to have a prominent area in the school, accessible to students and visitors, to display student artwork. Galleries were added in the auditorium lobby. The galleries were partially funded by the Foundation.
- CCD #A005c
- Description: Extend the project schedule by twenty-eight (28) non-compensable calendar days. Revise the substantial completion date from May 4, 2006 to June 1, 2006 and the final completion date from June 16, 2006 to July 14, 2006.
- Cause: Unforeseen Condition
- Justification: Hurricane Wilma's initial impact due to power outages by FPL was 10 days. This project was further impacted by eighteen days (18) because a lightning strike during the storm hit the transformer in Building #4.
- CCD #A005d
- Description: Extend the project schedule by one hundred nineteen (119) compensable calendar days. Revise the substantial completion date from June 1, 2006 to September 28, 2006 and the final completion date from July 14, 2006 to November 9, 2006.
- Cause: School District Requested
- Justification: The stage area was originally designed with a mezzanine just below roof level. This mezzanine provided access to the smoke detectors and smoke vents. The mezzanine was deleted as a cost savings. However, this rendered the smoke detectors and smoke vents inaccessible. The winch system, including fusible link, was added to replace the smoke detectors and provide a means to close the smoke vents from stage level. The elimination of the mezzanine, even with the addition of the winch system, still resulted in a substantial cost savings.
- CCD #A005e
- Description: Extend the project schedule by three hundred eighty-two (382) non-compensable calendar days. Revise the final completion date from November 9, 2006 to November 26, 2007.
- Cause: Design Omission
- Justification: The wing walls on each side of the stage are curved and have lights shining directed down on the walls. As a result, the drywall joints are visible. Adding a knockdown finish to the walls will provide the desired appearance. This item was identified when the auditorium was opened in September 2006, however the work could not start until June 2007 because of the length of time required to add the knockdown finish.`
Financial Impact:
The financial impact to the Project’s Budget is $133,839.00.
The source of funds is the project budget as approved by the Board at the time of the Construction Contract Award.
