Title: CLS4-Training One Reading Recovery Teacher Leader Recommendation:
I recommend that the School Board approve the training and related costs for one Reading Recovery Teacher Leader at The Ohio State University or comparable university, during the 2006-2007 school year, and authorize the Superintendent or designee to sign all documents and contracts related to the training which are required for implementation of the agreement to train teacher leaders.
Description:
The Reading Recovery teacher leader is responsible for providing instruction to teachers attending the year-long Reading Recovery coursework in conjunction with Florida Atlantic University. The teacher leader must have a master’s degree and demonstrate ability to work professionally with selected teachers in leading lessons taught behind the one-way mirror and coaching teachers with students in one-on-one school visits. He/she is responsible for monitoring the progress of all teachers and all students participating in Reading Recovery and collecting data via the National Data Evaluation Center.
Ø The Reading Recovery intervention program was implemented in the District in 1997-1998.
Ø The program is currently implemented in thirty-one Title I schools.
Ø The cycle of failure is interrupted early in the child’s schooling so that he/she may profit from classroom instruction.
Ø Typically, 70%-80% of the first graders receiving a full program of twenty weeks read on grade level as demonstrated by the Observation Survey and the District’s K-3 Assessment.
Ø Reading Recovery has a solid research base and data collection process which demonstrates a similar pattern of success nationally.
Ø The tutoring provides substantial documentation for referral of the small number of students who may not read on grade level by the end of the program.
The Reading Recovery Teacher Leader training prepares qualified educators with a master’s degree to teach Reading Recovery students, train Reading Recovery teachers, and to operate a Reading Recovery training site with the assistance of a site coordinator.
The Teacher Leader will be able to provide the School District with the following benefits:
Ø Continuation of a highly successful, research based early intervention program for first graders,
Ø Train teachers in the intensive research based methods of Reading Recovery,
Ø Target the higher need schools as determined by free and reduced lunch count,
Ø Target subgroups for intensive instruction in strategies for struggling readers, and
Ø Provide an intervention program which is supplemental and compatible to all the existing reading/literacy programs currently in the district.
Financial Impact:
The financial cost is approximately $104,000 to be paid for with Title I funds and no cost to the general fund.
